Admins can add registrations to an event if that is what you mean? Its similar to how the front end registrations work.
You can go to Event Espresso -> Events -> {hover over event name} -> Registrations.
You’ll now see a list of registrations specifically for that event you hovered on.
At the top of the page you should see an ‘Add new registration’ button.
You can click that to add a new registration to the event through the admin, is that what you are looking for?
