We attempted to use the Registration feature that allows attendees to register for events without being members. but we would like collect data from selected events. Unfortunately, the feature within specific events that is meant to override that rule does not appear to work.

Do you mean the traffic cop feature? HERE
The settings on the event won’t prevent that feature from blocking the registration if the user already has a user account. It is intended to keep registrations in sync with your user account by requiring you to log in if you already have an account, however, it can be disabled with a snippet if required.
