You can use a plugin like User Role Editor or Members to edit a user role and add some ee_capabilities. In this case you’ll only add capabilities that start with ee_read_, avoiding any capabilities that start with ee_edit_. You can follow the Event Espresso Capabilities wiki which also includes a link to a Google Spreadsheet that outlines every capability:
One note of caution I’d add is if your site’s “Membership” setting is set to “Anyone can register” (located under WP > Settings > General) then you probably should use a different role other than Subscriber for the role that gives read only access for events.
