It mostly depends on whether you’ll be accepting credit card payments on your site. For example, if you will be charging for registrations and using a Payment gateway like Stripe, SSL is needed on the Payment Page:
In other cases like with the Standard PayPal option or Authorize.Net’s SIM option, these options direct the payer to their own site, then when the payment is finished redirect the payer back to your site. In these cases, you don’t absolutely need SSL, but having SSL on the return page can help prevent the “You are about to open an insecure page” warning when they return to your site.
