1. One of the Personal Information questions on the registration forms is Phone Number (System Question). Why is its Question Type set to TEXT instead of US_PHONE? How can we fix it?

Since your questions deal with customizing code, the best place to ask is in a github issue. One of the developers can follow up with some answers there.
My first question is different though – why is there us phone data validation and it’s not used for the phone number field set by the system? Looks like a bug to me.
It could be considered a bug if there’s no way to change the question type, so this would also be a good issue to open on github (issues can be bug reports). One thing to consider though: If the US phone field was set for the Phone field, that would make it unusable for all websites outside of the US. So the way forward (if it’s not already possible) could be to allow changing the Phone field’s question type.
In 4.9.31.p it allows switching the phone system question to be a US-phone input, however by default it remains a text input.
