Good morning.
I have a use-case for conference attendees. We’d potentially be looking for users to sign-up multiple attendees at the same time.
If we were looking for particular information, such as Department, Billing Address, etcetera — I would assume I would need to ask those questions for each individual attendee to get that information within the registration CSV?

If that information is potentially different for each attendee, then yes, ask those questions for the Primary and Additional attendees.
If the answers to those questions are going to be the same for the entire group, you could ask those questions for the Primary Registrant only.
