Can you explain further, please? What is an ‘item’?
The promotions addon allows you to create promotions that apply to events, so you can create different promotions that apply to different events, is that what you are looking for?

We need the ability to offer different discounts for different payment amounts. In other words, someone signs up for Platinum, they get a 15% discount, they sign up for Gold, they get a 10% discount, etc. Hopefully I clarified it a little. Thanks.

Unfortunately not, are ‘Platinum’ and ‘Gold’ tickets or events within EE?
If they are individual events you can apply different promotions to each one, if they are separate tickets within a single event you can not.
However, it really does depend on your setup if there is a way to set this up but right now we don’t have enough information.
Can you post an example of what you have set up so far and provide further details on what it is your trying to achieve we may be able to help.
Right now I know you want to apply a discount (apparently using the discounts add-on) for ‘Platnium’ and ‘Gold’ but I have no idea what they actually are within EE so I don’t know if its possible to apply discounts to those elements.
