There’s an option to allow discount codes in the event editor, and if you’re using Multi Event Registration, another option to allow discount codes in the shopping cart. The latter option can be found in Event Espresso>General settings. If this does not help, please post a link to your registration page and we can investigate.
Can you go into the event editor and edit this event, then look in the Event Promotions box for “Allow discount codes?” and check to see if that is set to Yes or No?
