That’s expected if it’s a fixed discount amount. If it were a percentage discount and the discount applies to all items in the cart then it would apply to all items in the cart.

we have the problem that it does not apply on surcharges and when the promo amount is higher then a ticket price it does not have an effect on the surcharges.

When you say surcharges, do you mean you have ticket set as taxable or you adding price modifiers to the ticket?

If it’s a price modifier surcharge then the promotion should apply automatically to those.

If it’s a taxable ticket you’ll need to set the promotions addon to affect taxes. Go to Event Espresso -> Promotions -> Settings, set the ‘Promotions Affect Taxes’ to Yes and save.

And an further problem is that it does not transfer the remaining amount???

You mean transferring the remaining amount to the promotion itself? That’s not a feature of the promotions add-on, the promo codes give whoever has the code access to whatever promotion it is for, it’s not a ‘gift certificate’ type add-on that can be used multiple times reducing the value of the promotion.
