Promo Code not showing up in manage event page

For some reason after creating a promo code in the Promotional Codes section in the admin it is not available in the event page for me to select that code. I have made sure to set the option for Allow discounts in shopping cart and double checked user roles and permissions and I still cant get it to show up in the event. It just says there are no promotional codes even though there are codes created.

I am currently using 3.1.36.5.P of EE and WP 3.9.1

I just fixed the issue. The promo code was created my me but the event was not, it was created by a different admin. Once I made it so both were created by the same user I was able to see and use the promo code.
