Recently (within the last month) on some events, pending payment registrations are automatically showing up as counting toward the total number of allowed registrations for an event. We are using EE4 Version 4.9.26.p. This is causing events to be “sold out” even when they are not.

That’s actually expected because it prevents events from overselling. After about an hour or so, those Pending Payment registrations will not count toward the limits because the ticket reservation time will expire and release the tickets back into the inventory.
It’s actually a problem when events oversell, so the ticket reservation system was added in version Event Espresso 4.9.23.p. Again, those pending payment registrations will only reserve tickets for a short period of time (to give the registrant a chance to pay for their registration) and if they don’t pay within that timeframe, the ticket will be released back to the inventory.
