We only offer Paypal express checkout with smart buttons as the payment option.
In the event registrants do not complete the payment, the transaction is left as payment pending however the registrant never receives the payment pending email notification.
If I manually set them to payment pending and notify, the messages generate and send immediately.
registrations default is set as payment pending.
What do we have wrong?
Our website host/developer says he is not able to help and to talk to EE.
Furthermore, when downloading a CSV report, it does not contain the pending payment records.
If setting one f them manually to Payment Pending and notify, then a subsequent CSV report will contain all records.

I understand that i can manually go and get the messages generated for each “abandoned” transaction.
What I would like is have it done automatically. It is my understanding that is the software design.
I must be missing something but not able to figure out what.
If users are getting the Payment Options step and then stopping there, EE will not trigger the Pending Payment notification at that point.
Notifications are triggered when a registration is finalized or if the expired session cron runs, the session closes and EE updates the status (that won’t happen with the above situation). Essentially the users are abandoning the cart at the last step and we don’t currently trigger notifications for those by design.
