Dear all,
I already found some posts about that topic which are close due to inactivity. Is there a PayPal Plus add on for Germany available?

Hi Dirk,
In this other topic: https://eventespresso.com/topic/we-have-developed-a-paypal-plus-add-on-for-germany-and-other-regions/
an individual remarked they had built a PayPal Plus add-on, and invited anyone interested to contact them. However, they did not post any contact information there.
Please note the add-on was not developed by Event Espresso. We have no affiliation with the individual that posted in the other topic, nor have we seen any of the code for that payment method so we have no idea how/if it works.
Topics automatically close after 14 days of no activity but I’ve re-opened that topic so you if you are interested in the add-on you can contact the individual by replying to their topic.

Dear Josh, thx for your quick reply. I found the post you referred to. It’s quite old. I was wondering if there is something new on that topic. Since I cannot contact the user who posted quite a time ago I am still looking for a solution how to accept payments via PayPal with logging in or creating a PayPal account.

There is nothing new on that topic, and if you leave a reply on the other topic the individual will get an email notification.
