PayPal empty shopping cart

Running EE3, not using Multiple Events, just simple events, only using PayPal as gateway. This worked find for years, and I recently updated EE3 to v3.1.37.8.P running on WP 4.6.1. No SSL.

When I click the PayPal button, I get the empty shopping cart message.
