PayPal Button not showing for non admins

I can see the paypal button when I’m logged in as an admin but when I’m logged out I do not see a paypal express option and I’m suck on that page and I can’t checkout. Any ideas?

Also note that the progress step 1, Step 2, Step 3 has lost it’s css. Not sure if that is related.

Okay so I had the wrong info in the captcha secrete field. Everything seems to be working correctly now.
