PayPal and Card Surcharge

I am wanting to add a 3% surcharge to people who are purchasing using PayPal or a Credit Card but not those who are paying in person or mailing in a check. Is this possible? I’ve done some looking and it seems that nobody has done this successfully.

It is against PayPal’s terms of service to pass on their fees to your customers.
