I’m trying to customize the Payment Overview page and I’ve made changes to payment_overview.php and put it in uploads/espresso. None of the changes seem to be reflected on the payment overview page. I’m using the multi-registration plugin. would this have anything to do with it?

Hello,
The Payment overview file will need to go into uploads/espresso/templates/, otherwise it will not be seen by the plugin.

This looks like the page template that you end up on if you sign up for a free event.
You might try /templates/payment_overview.php
