Since v4.9.6, I have been noticing during registration checkout that going from step 1 attendee info to step 2 payment options, the submit promotion code is now blank and payment & billing info is not prefilled with attendee #1 info.
If I click Refresh, then all appears OK (see below). I have confirmed it is not a caching issue because I deactivated my caching plugin and it still does it and also this just started with 4.9.6
You might need to reactive the caching plugin, then clear its cache. Then, you should go to the Event Espresso > Promotions settings page, and save the settings there.
Like I said it is not a caching problem. When it was active, I configured it to specifically not cache the event pages and registration-checkout and I confirmed that they were not cached by inspect the website files and seeing while non-EE pages were being cached, EE page were not.
I tried the suggestion to go to Promotions settings and click Save. It appears to have done the trick. Thanks.
