there’s a green vertical line on the left of all messages. would like payment and registration notification to go to attendee and myself (admin). Is that possible?

Yes.
I’m assuming you are using the default message templates and not custom templates set on each event?
If so go to Event Espresso -> Messages -> Default Message Templates.
Find the ‘Registration Approved’ message type listed there.
Is the ‘Edit Event Admin’ link blue or grey?
Message Activity > Context > currently says Primary Registrant
