Need to know File path / name to add tax based on province. I am using EE4.
Please let me know which file need to update.

Hi Graham,
We actually recommend using the WordPress plugin API where you use existing action hooks or filter hooks to make customizations. Amending files directly is not recommended and is not supported. You can review our developer documentation for more information about the hooks in Event Espresso 4:

Hi Graham,
While Event Espresso 4 currently does not have a feature that will implement tax based on province, I can direct you to a development branch of Event Espresso 4 that allows you to set taxes based on province in your PayPal account, which will use the buyer’s shipping address to add tax when they pay at paypal.com.
This branch is currently undergoing testing, and you’re welcome to try it out by downloading it from here:

I am using PayPal Pro to process Credit card. Will able to use that?

No because PayPal Pro does not have a feature that adds a tax amount and/or a shipping amount to the total. You can use PayPal standard to process credit cards by logging into your PayPal account and setting the PayPal account Optional setting to allow credit card payments. This option is in Profile > My selling tools > Website preferences > Update > PayPal Account Optional.
