Is there a way to have multiple registration forms for an event? I want users to be able to choose an option like “Previously Registered” or something and get served a form that just asks for a name and email address, as opposed to the full registration form. Is that possible? I’m fine buying a plugin or something if that’s necessary too.

Hi there,
No that’s not currently possible.
What you can do if you are using the WP User Integration add-on is force the users to log into the site and then use a snippet to pull the values from any previously answers custom questions:

So then the first time the user registers onto an event with your custom questions they need to answer them all, any time after that EE will pull their previous answer into the form (assuming they are logged in for both).
