Our clients are reporting that they are receiving between 20 and 70 duplicate confirmation emails. I understand that this may be an issue with the mail server, not EE4. Is this correct? We are using Zimbra as our mail client.

It can be an issue with the mailserver however we have seen this previously when the host had object caching enabled on the server.
Can you check with your host if they have caching enabled on your site, if so request they disable it.
Which host are you using?
Are you running any caching plugins yourself?
