Yesterday, we tried to edit one of the registrants attached to an existing transaction. Several times in a row we got the error “the site is having technical difficulties,” but later in the day, it worked. Today, we tried looking up the transaction and/or the 13 registrations attached to it, and all are missing. How can this be? And how can we get those records back?

May I ask how you edited the registrant?
Several times in a row we got the error “the site is having technical difficulties,” but later in the day, it worked.
WordPress now shows that message when a fatal error is thrown.
If you check the server’s error logs can you see any errors saved from around the time you edited the registrant?

Have you checked for trashed Registrations? (Event Espresso -> Registrations -> Trashed)
I don’t know how this could happen as EE doesn’t delete registrations.
And how can we get those records back?
If they have been deleted from the database they only way you can get those registrations back is if you have a database backup from before they were removed.
