I have always had to uninstall and install the latest release to our development website because it will not allow me to update from the Plugins page since we only have a one personal license. This time, I have downloaded the latest version 4.9.8.p, but receiving the subject error when trying to upload and install. I have tested other plugin uploads to install okay, can you suggest what is happening?

You can check to see if the file you’re uploading is actually a zip file. If it’s been unzipped, the WordPress plugin screen will not upload it.

There’s also an alternative for running updates that we recommend for development websites. You can use the Master branch from our Github repository:

If your server isn’t set up with git, you can use this plugin to keep the development site’s copy of EE up to date:

Yes, I re-downloaded the zip file again to make sure it hadn’t been corrupted. The Github options are probably better anyway, saving time having to delete and re-install, thanks for that info.
