We want to install another Event Espresso into a sub-directory of the main website http://www.qigong-southwest.co.uk so we can link some of our Events to a different payment gateway. Will this require another Event Espresso account or can we install EE4 using the same account and support key?

You can use the key on one site. If you add the same key to the other site, it will throw warnings and will not allow for the 1-click updates anymore.
Technically you could run Event Espresso on both sites and keep the key active only on the one site. Then on the other site you can either a) get a second license and add the key there, or b) don’t use a key on the second site and manually do the plugin updates there. If you anticipate that you’ll need support for the second site, and you want the more convenient, simpler way to keep the plugins up to date, then you probably will want to go with option a.
One other option that you may be able to make use of, that does not involve setting up a second site, is the Payment methods pro add-on. The payment methods pro add-on lets you set up events to only use the gateways you specify.

Is the Payment methods pro add-on fully operational yet? I was told from another Support staff member that this was still in development mode and we had to install a development version of EE itself and best not to use it on a Live site yet?

That’s only 50% correct. The Master branch of Payment Methods Pro is fully operational, the new feature branches are under development. A lot of what we work on falls into the category of still being worked on (where it’s not officially released), but there’s still a stable version available.
If you want to use a stable version of the Payment methods pro add-on, with the stable version of Event Espresso 4, you use the Master branch. The other branches that have names that start with “FET” are under development and may need to be used development versions of Event Espresso 4.
