IIS Server problem? SSL unable to get local issuer certificate. PayPay IPN

Based on prior postings in this forum it seems likely to be classified as a server problem.  Therefore I have asked the server/network team to look into this.  I am also going to try a cURL client to see if the things are running as expected and if the CA files have sufficient permissions.

However I wanted to post before the day runs out completely in case our internal efforts fail and/or someone might have solved this already.

Except for PayPay IPN I have it all working in a very simple site that is  a candidate to go live this week, regardless.  Actually the PayPay log is getting populated which is better than in my first attempt on a non-Microsoft host that had the Event Espresso Lite available.

Followed the usual suggested steps and have the substitute Transaction page running.

IPN fails with this from the PayPay log:

Errors resulting from the execution of curl transfer: SSL certificate problem: unable to get local issuer certificate[05/29/2013 1:48 PM] – FAIL: IPN Validation Failed . /cgi-bin/webscr : www.paypal.com

Event Espresso version3.1.32.2.P
WordPress versionWP 3.5.1

Installed plugins

Event Espresso by Event Espresso version 3.1.32.2.P,

WP-Mail-SMTP by Callum Macdonald version 0.9.1

Fresh install today.  Created a simple event and tried the PayPal, with and without IPN.

Hi there,

It’s likely an issue with the CA file. I think you’re right on track about checking to see if they have the right permissions.
