The last two registrations must have been submitted at the same time then. There’s a new feature in a development version of Event Espresso that will actually track in progress registrations and not allow any other registrations to be started if the last available ticket has a registration in progress. That version is available as a pre-release if you’d like to install it on your site and try it out. Here’s a link to where you can download it.
