What you can do is remove the ee_publish_events capability from the staff that aren’t aware of how to avoid double booking venues. This will replace the Publish button with another button that says “Submit for Review”.
Then someone who has the venue schedules and the ability to keep track of the venues can approve the events, their user account will need to have the ee_publish_events capability.
As it stands now, no, that’s not a feature that’s been built.
