I have two different type of tickets for Members and Non members with different prices. I would like to allow attendees to register more than 1 attendees at the same time per transaction, so 1 person can register 2 or 3 or 4 attendees under the same transaction and add up the price to proceed to check out. For example: Gina wants to register 4 attendees, so that would be $40 in total ($10 each ticket). How can I do that?

With EE4, when you create your tickets you set a qty field on both the ticket and the datetime – http://take.ms/pPTtX
Those are the max quantities you can tell, as long as those fields are set to a value greater than 1 and you have spaces available on the event, you can purchase multiple tickets.
In the event settings there is also a ‘Maximum number of tickets allowed per order for this event:’ setting, that setting tells EE how many tickets a user can purchase in a single transaction for that event. Make sure that is set to a value greater than 1 – http://take.ms/ecdgW
When the user register they can then select up to 10 tickets (my example has the above setting set to 10).
