Does ee-spco-payment_options-reg-step-form-payment-options-before-payment-options only affect the promotions form?
I intend access to set promotions to display:none and access only as needed.

Currently, yes. But that could change in the future so I don’t recommend hiding/removing it.
I intend access to set promotions to display:none and access only as needed.
Can you define ‘as needed’ in this process, please?
We have a snippet that will remove the promotions input if none of the events in the cart have promotions that apply to them, will that work for you?

Client does not want the promotions functionality but from experience, I will need it for VIPs and other discounts they’d said client would not give.
