Your PayPal API credentials appear to be invalid. PayPal said “Security header is not valid (10002)”. Please see tips below.
When I log into paypal to confirm the API settings the Paypal website times out (?!?!). Is there a way to configure paypal without using their NVP/SOAP API integration ? Is there a known issue with paypal’s api?

That’s an issue you would need to discuss with PayPal as we don’t have control of their site, is this on sandbox or live?
Is the PayPal Express payment method on your site send to debug mode?

Not with the PayPal Express integration we use.

Not that I am aware of, PayPal did recently just switch to require all connections to be TLS1.2 so if your server is not configured to negociate the handshake correctly it can cause problems, we added some code to the latest version of Event Espresso to help with that.
Your using decaf and the latest version is currently 4.9.65.decaf
