You can log into your PayPal account and check whether the IPN (or instant payment notification) was sent to your website, and even re-send the IPN from there.
How would I do that? And also- why then would it have worked for 8 other registrations and not this one? Are you suggesting these are PayPal issues?

Not necessarily, there may have been an issue related to network traffic with your host’s ISP where the Instant Payment Notification did not reach your website at that time. This would explain why it worked for the other 8 registrations, but not the other one.
