1. We have one event with several levels they could buy tickets for. We want to have different discounts depending on the ticket. Is it possible to have a different coupon code for two tickets in a single event…
2. or can we have people just write in a discount amount instead.

Hello,
We have an accepted feature request (https://trello.com/c/zCsClu98/112-add-ticket-scope-to-promotion) for targeting specific ticket options via a discount code.
Currently, the promotions system will apply on an event-level basis which means any ticket options for an event will be discounted.
Could you split this event up into multiple events and then use the Multiple event registration add-on?
That will allow you to create discount codes that can be entered during registration checkout for different events.
