Error: This registration step could not be completed

Hello,
I am using the latest version of EE4 but am getting an error each time I click “Proceed to Finalize Registration.” PayPal is selected as the payment gateway but I get this error: “This registration step could not be completed. Please refresh the page and try again.”

What could the issue be? I have already tried a different theme and disabling all plugins.

Could you provide a link to any event on your site and could you let us know who your hosting provider is?
