That error is from Auth.net and only applies to their SIM integration, yet you are using Auth.net AIM? I can’t see any logs of error 99 on your site from Auth.net.
The ‘Failed transactions’ you see in Event Espresso do not indicate a problem with payments, it means users started a registration and didn’t get past the ‘Attendee information’ step (either they didn’t proceed, or they are getting a different error that error 99 from auth.net)
