Hi, Event Espresso needs to record a registration before a payment can be made.
By default, if a payment is not made, then the registration status will be set to incomplete. Although, these are recorded in the attendee record screen, they do not affect the attendee limit that is set on a per-event basis.
Here is an example:
Lets say you created Event ABC that has an attendee limit of 10.
Then 7 attendees registered today.
Tomorrow 3 attendee started registration but did not pay.
That would leave 3 spots available and those spots would close once 3 more attendees have registered and paid for their registrations.
