When canceling a registration in the admin, you have the option to ‘trigger notifications’/’send related messages’ or not so it sounds like your client needs to make sure that setting is set to No when the update the registration.
There’s a couple of different ways to cancel a registration in the admin so can you check with them which steps they are taking? I can advise how to prvent the messages from there.
With regards to moving a registration, again at the end of the process the admin has the option to trigger notifications, here is an example – http://take.ms/mXbFL
If the admin sets that option to now before proceeding the notifications should not be triggered.
