A redeclare error can appear if there are multiple versions of Event Espresso running.
You mentioned that you have already tried a re-install. If you have a caching plugin running, please try clearing the cache. Then follow the steps below:
Could you login to your WordPress site using an SFTP / FTP client like FileZilla, Cyberduck, or Transmit?
Then browse to this location:
/wp-content/plugins
Look for any plugins with this name:
/event-espresso-core-reg
Then delete those plugins and wait for confirmation from your SFTP / FTP client that all files have been removed.
Next, download the latest software for Event Espresso 4 from your Event Espresso account page:
The only plugins that I have activate were Akismet and Disable Comments. I went in and deactivated them, and yet when I reinstall / reactivate EE4, even after making sure that I have the newest version, I get the same error still.
This should now be working. Your SFTP or FTP client may have timed out during the manual install.
Be sure to select a city/region near you through WP admin –> General Settings instead of a UTC option.
