EE3 creating Memberships with PMPro

I am working to streamline membership and conferences for my state organization. We are using EE3 for our conference registration as well as calendar of events. We are using Paid Memberships Pro (PMPro) for our Memberships. I’ve read through the support posts and realize that EE3 will not create users along with registration. We may be switching to EE4, but I’m having trouble finding much information on the create user feature in EE4. Does it just create a WordPress user? Can I set it to assign a member level? Is there any work around that involves minimal coding to ensure that people who sign up for our conference automatically become members?

We are already using WP User Integration for PMPro to work for EE3, but I’d like them to also work in reverse.

If you use Event Espresso 4 with its WP User Integration, yes and yes.
