The above error usually means you don’t have the correct account type.
Do you have a PayPal Pro account?
There’s a monthly fee for a PayPal account as you need the website payments pro account with them, if you are not currently paying a monthly fee to PayPal (separate from your transaction fees) you don’t have the correct account type for PayPal Pro.
