With regards to the change you want to make, the Taxes section will show the calculated values when you set your tickets to be taxable. In the video your ticket is not set to be taxable so your taxes sections shows nothing.
If you want to apply GST within Event Espresso you first need to set it up.
Event Espresso -> Pricing.
Under Default pricing you should see a Tax price type listed, edit that to make it GST.
Then, edit your event and click the icon.
In the ticket advanced settings is a ‘This ticket is taxable’ checkbox, click that.
Taxes now apply to your ticket (you’ll likely need to adjust the price as you set prices pre tax) and the Invoice will show the correct tax amount for that ticket on a new registration.

You mentioned going around I circles on the payment options step but right now you only have the Invoice payment method enabled, so if you select that option then click to view the payment options again, the only payment option it can show you is Invoice.
Are you adding another payment method to allow users to pay via card?
