Redo Duplicate registrations

On our site, we noticed that at times there has been duplicate registrations on the backend for some members, though the times have been different. After looking into it and testing it, I have realized that it is because when you fill out the form and click on ‘Proceed to Payment Options’ it creates the order there and not after clicking ‘Proceed to Finalize Registration’.. So obviously we have had some clients get to that step and for whatever reason, they are going back and redoing the process which leads to the duplicate registrations for a user.. My question would be is there a way to make the order only appear when the user finalizes the registration? The client we are doing the site for, is not in anyway a computer person, and the multiple registrations for users has been confusing for them.

No because the registration form is filled out and recorded before the registration is finalized.
