In EE4, with supplemental questions asked in my registration form, how do I change the answer from a blank space with max # of characters to a drop down list of predetermined choices?

I’m not really sure what this is, do you mean you currently have a text field and want to add a dropdown to the registration form?
If so you can create a dropdown question within:
Event Espresso -> Registration form -> Questions -> Add new.

Now add that dropdown question to one of the question groups you are asking on the event, which question group depends on your setup, but by default EE will always ask the ‘Personal Information’ question group at least once.
Event Espresso -> Registration -> Question Groups
Click Personal information to edit that group, now click the checkbox next to that dropdown question you just created and save.
That question will now show on your registration form.
