Hi Jean, Event Espresso 4 does not currently have a promotions system. One is currently in the testing stage.
If you have a testing / development site available, then you can try it out:
https://eventespresso.com/topic/announcing-the-promotions-pre-release-for-event-espresso-4/
It is not recommended for live or production sites at this time.

@rachel – currently unknown, we still have outstanding tickets for that addon (both features and bug fixes), so it won’t be released as a formal addon until we are sure of its stability.
