Yes, customized registration emails are available for Event Espresso 3 and Event Espresso 4.
In Event Espresso 3, it appears towards the end of the event editor.
In Event Espresso 4, these are handled through the messages system.
If you are not seeing these in Event Espresso 3, then you may be on the free version (lite) or an older version that does not have this functionality.
