I need to be able to add attendees and generate tickets manually and accept credit card information over the phone for processing the payment. Tickets to be printed or emailed or generated later for hard copy pickup.

Hello,
Those registrations would need to be registered through the front-end as you cannot process an actual payment through the WP dashboard. You can also vote for this feature here:

So everything else accept processing the payment can be done through the front-end including ticket selection and ticket generation etc.?

Hi John,
Payments (e.g. a credit card) cannot be processed through the WP dashboard. That is important to keep in mind as a registrant for a paid event will only receive their registration information when they get a status of approved. For a free event, that happens right after they share their information in registration checkout. For a paid event, that happens right after they share their information and pay for the registration.
If you have another way to process a payment such as in your merchant account (e.g. Stripe account), then you could process it there and then manually add a registrant through the WP dashboard and add the payment information and send them their tickets:
