Does Event Espresso allow the option to add a processing fee if a customer decides to pay by credit card?

It does not. Adding a processing fee only when the method of payment is credit card can be against the terms of service of some credit card processors, and in some places is banned.

You could check with your payment processor to see what their policy is. It may be you could do something like offer a discount code to those who agree to pay by some other method.
