Is there a conflict in EE 3.1.30.7 with Members add-on1.9.6?
If I’m logged in, I get an error message at the bottom of the Event
Registration page as follows: Warning: Illegal string offset
‘autofilled_editable’ in

If I’m not logged in, I get a different error message at the top of
the page: Warning: Illegal string offset ‘member_only_all’ in
/home/ypowpoco/public_html/wp/wp-content/plugins/event-espresso/templates/registration_page.php

When I deactivate members add-on, the problem disappears
Can you go to the Event Espresso>System Status page and let us know which version of PHP is installed on the server? There might be an adjustment needed if you’re on a really new version of PHP.
Normally warnings like this will not show up unless wp-debug is turned on, or error reporting is set to display. If this is a production server, it would be best to turn those off.
The server that I have access to with the highest version of PHP is version 5.4.4, but I’m not seeing these errors with debug on with the same set up.
Can you try going to your admin, and go to Event Espresso>Member Settings and save the settings there and see if it makes a difference?
