This is possible by setting the default registration status to ‘Not Approved’.
A user will select their tickets, enter their details and then be shown a notice that their registration is not approved and awaiting approval. The admin can then manually set the status to ‘Pending Payment’ (or event ‘Approved’ but then then apply to the sold values regardless of payment) and send the user an email with a link to pay.
