You can usually just add additional shortcodes/email address to the TO field of the message template separate by a comma but it very much depends on your mail server (some just don’t like it).
My recommendation is to create a group alias with your mail host and add the email address to that, meaning your site still only sends a single email and your mail providers handles the rest. For example you could have ‘admins@example.com’ as the group and then within that admin1, admin2 etc.
It also means that if you need to change the recipients of the email you do it once within the group, not every template using those addresses within EE.
